A UK-EU Trade and Technology Council (TTC) would establish a platform to strengthen cooperation through structured dialogues and joint initiatives. This framework could enable both sides to agree on measures to deepen cooperation, such as linking emissions trading schemes or forging new energy trading agreements. Through regular Summits, Ministerial Meetings, and Working Groups, a TTC would introduce a political dimension that complements the technical nature of the Trade and Cooperation Agreement (TCA).

The establishment of a TTC would be relatively straightforward, as it could be set up under the TCA using Article 770 on global cooperation. Additionally, it would align with the ambitions contained in Political Declaration agreed with the EU in 2019. Article 770 states that the UK and EU "recognise the importance of global cooperation to address issues of shared economic, environmental and social interest. They agree to promote multilateral solutions to common problems, where it is in their interest."
