A UK-EU Strategic Partnership Agreement (SPA) would formalise and strengthen cooperation across various domains, particularly foreign policy, security, and defence. It would facilitate a more dynamic and responsive UK-EU relationship, providing a political dimension that complements the technical nature of the Trade and Cooperation Agreement (TCA). 

An SPA would ensure sustained collaboration through annual leaders’ summits, regular high-level dialogues, joint initiatives, and coordinated actions to address mutual security concerns and promote shared values. One notable aspect of international summits is the anticipation they generate, which often propels decision-making and motivates officials and Ministers to achieve consensus. Crucially, an SPA would enhance both regions' ability to respond effectively to geopolitical challenges, ensuring greater stability and resilience in an increasingly uncertain global landscape. Additionally, it would largely give effect to the Political Declaration agreed with the EU in 2019.
